VTU Certificate attestation

It’s been 2 years since I have been working as a web developer. It was high time for a change and my folks told me to try out options abroad. And so, I started my research as to which would be the best place.

UAE was always my first choise. Two reasons for that – I had been there till my 12th grade so know the place better . And Relatively more IT companies. Research number 2 – How to get there ?… what are the visa procedures ?… what about certificates ?…etc etc.

This post is mostly about your professional degree certificate attestation . Why – Well coz it’s a long process no one seems to be having an idea about. So I thought it would be helpful to share it.

Right – Where were we ?.. yes - The process. After contacting a few of my friends, I found out that my engineering certificate attestation has basically 2 stages.

An HRD attestation (That’s the human resource department of the state where your university is located ).
Embassy Attestation from Delhi ( In my case – The UAE Embassy )

Now, The HRD attestation has to be done in Vidhan Soudha ( So I thought ) . And I Packed off to Bangalore for that. Its an 8 hours journey from my place. I boarded a KSRTC from mangalore at 9:00 and reached early morning. I had to freshen up and I was on my way to the BMTC bus stand.

The funniest thing about Bangalore is that – Even though it is the IT capital of our country , most of the buses have kannada writings on them . I asked a few elders which bus to catch for Vidhan Soudha ( Cant always trust the guys here – They keep misleading you ) and I hopped into one after confirming it from the conductor .

Alright - it was just 10AM and I hoped to finish it by noon. Again – No proper direction as to where to go or whom to see. So, Obviously I had to enquire my way to the attestation room. I saw a long queue there, so I asked a couple of guys in the line about the whole process. I heard different versions and so decided to check it out on my own. I went inside the room , got pulled out by a security guy who suddenly appeared out of no where. Another gentleman came upto me and asked for my certificates ( In Kannada of cource ) . The moment I gave him, he shook his heard and told me I had to go to belgaum . Apparently - The new rule of attestation says:

“Attestation of certificates of Belgaum, Gulbarga and Mysore regions will be done by the respective District Commissioners ” . Lucky me – I have just wasted another day and a lot of money doing basically - nothing . I had to catch another bus to Belgaum – 10 hours from Bangalore . Great !!!.

So – Bought a ticket and got into a KSRTC bus to Belgaum .
My bus arrived at 6:30 AM . I have heard from a couple of guys that Belgaum is probably the last place you would want to visit. Except for the University, that place is empty. Have to say - It was better than expected .

I was done with freshening up by 9 Am . Had a quick breakfast and off I went to the DC Office. Again I found myself dodging kannada writings on boards and busses and finally when I reached the concerned building, I was told to wait till 10. Lucky for me there were a couple of guys out there who had come for the same. So we teamed up to get this done with asap.

The building that you have to approach is to the left of the DC Office ( Dark , Stone built building ). You are never going to meet the DC as there are people assigned to guide you on this ( They don’t know English either ) . You have to see the guys in the rightmost office in the ground floor. They will guide you through the process. And hey – There is an office boy , a pune who seems to be knowing better than the guys inside the office – This guy can guide you better.

Documents

You need to hand over the below mentioned documents

1) Your BE degree certificate ( Or provisional ) – Original and Two self attested copies
2) Two passport copies – self attested
3) Two Election ID card copies – self attested
4) As per the new rules, for attesting our certificates we need to produce an offer letter or any other document showing that you have either been hired or that you have been an employee for some time in that company [ This point has been edited based on user comments. Thanks a bunch for your inputs guys . Appreciate it :) ]

Alright , Once you meet the guys, they will give you three forms to fill.

1- Certificate attestation request letter
2- A checklist form where you have to mention the following
a. Addresses of two important persons of your locality.
b. particulars of the documents you are handing over
c. 3 specimen signatures ( make sure they look alike )

3 – A chalan form of Rs 105 to be filled – They will give you the instructions on how to fill that

Once done, go to the SBI office on the other side of the road , pay the chalan amount, get a DD of Rs 175 and come back to the office. Take a Xerox of the chalan sheet received and the filled check list .

Right, now you have to pin up all documents and meet the Tahsildar – Seated at the far end. He will verify your signatures and check your documents. Then you will have to go to room number 11 ( I think ) and get some signatures and seal from there.

That’s it . Now you will have to go back to the office, hand over your documents, get their contact number and leave. Attestation will take 1 weeks time and you will have to wait for that. I have tried my best to negotiate a faster process but in vain.

The worst part is – They wont send it to you. You will have to go back to Balgaum to get it . The very thought that I am going to waste another day on this totally freaks me out. I am supposed to be giving those guys a call this evening. Hopefully the certificate is ready and I can go grab it soon .

So Once thats done, I will have to give it to an agent to get the Delhi attestation done .

Thank God all this has to be done only once :) .

  1. Woot.. things are messy when it comes to VTU and stuffs.. I had a hard time making an transfer myself..

    Definitely it would be amusing to stay in UAE.. Ah! Good luck..

    Guess so, Not sure about BDS. My guess is that you will have to get it attested from Mysore District commissioner . To confirm this, you can ask any of your friends in bangalore to check it out on vidhan saudha … just go there and ask for the attestation area and they will guide you through the process … 10 minutes work .

    You may have to produce another document instead - which one ?.. I am not sure. Carry a copy of your Driving License / Residence Certificate / any other address proof just in case .

    @ Santhosh: As far as I know, you just need to get your Professional Certificates attested. Just to make sure, call your company up or email them and confirm that. Things could change from companies, but normally only the professional degree has to be attested.

    Yeah, I had got it done from a travel agent in my home town. You can do the similar thing and contact any reliable travel agent in your area. That would be the best option. Donno whr u are from but I got it done from my hometown in kerala so… I really dont know if the same place will work for you .

    And yeah guys… the climax : I FINALLY GOT IT !!! woohhooo . I called them up … confirmed that it was done… and that it was mine etc etc… went the next day… and grabbed it. The whole process took a weeks time. I was disappointed with the fold in the middle though. I had given it neat and clean without a mark…. :)

    2)it takes 1 month for this procedure.

    @Narayana: Firstly , you don’t have to go to vidhan saudha any more . As mentioned in the post, its all done in Belgaum. It will probably take around a weeks time for this.

    For embassy attestation, if you go to delhi, you can probably do it in a couple of days, else, get it done through an agent. That takes around 15 days.

    So, If you can travel all the way to Delhi, you can get the HRD and the embassy attestation done in around 10 - 12 days.

    - Do they work on 1st jan and saturdays : Yes they do work on saturdays , 1st Jan - that’s today :) I,m not sure . you,ve gotta check that out .
    - Hotels in Belgaum -> Many :) … I stayed in a place called keerthi - Found the rooms neat and the cost relatively less.
    - Do you need to get your original degree certificate ? -> Yes, If you have received your degree certificates, else you can get your provisional degree certificate and get that attested. No need of any semester mark sheets.

    hi… the latest news… from january 10, 2010 onwards, attestation is being done for guys having offer letters or salary slips only…. and it will take a minimum of 10 days they say…..

    There is some changes in rule now a days. for attesting our certificates we need to produce the offer letter from the company, and if we are already employed means we need to produce the employement certificate from the respective company.these things are must without these the officer wont attest the certificates

    Hi all,

    Good job Aziz. Can be really useful for a huge load of chaps out there. Even I had been through the same process a week back, and luckily had a friend with me to confront through the same. So it wasn’t that tedious. Now I am stuck with the Delhi attestation. A lot of fakes around. Not sure of which agents to give off the certificates to. I have contacted an agency called UROGULF in Bangalore that does the Delhi attestation. But the rate they charge is a bit tooooo much. I had my Provisional degree certificate attested from Dubai for 800 Dhms compared to which 6500 Rs is more as from they got the University attestation, UAE embassy attestation and all in one weeks time. So is there a better way to get the job done other than going to Delhi or paying 6500 Rs. I have also had a chat with an agency in calicut (Al Hind) and they charge you 3500K which is reasonable. But they still speak about Vidhan Soudha and stuff when things have changed. They seem to still live in the Neandrathal age. A bit confused at this stage. Tell me how exactly you moved after the Belgaum attestation.

    Regarding Delhi attestation, the cost ranges from 1800 to 3000. but 6.5k is just 2 much. If you are from calicut ( or somewhere in kerala ), you can try moulavi travels . Those guys have been doing this for sometime and I have got it done from them for 1.8k . I don’t really know about other agencies around. It took 10 days for them to get it done.     Congrats on your job . Regarding the process, I think its 2 places - Balgaum and Delhi ( Unless the rules are changed again ). You can refer the blog and the comments discussion for more details on that. If you are going through an agent , just make sure the guys are reliable .

    Certificate attestation in itself is a very complicated thing as the laws keep changing all the time. I have found out that no one hiring company has a complete idea about it as the central / state laws in India keep changing reg the attestation. rather than waste precious time researchin this and travelling so much i serious say consider just giving this job to agents / companies. I suggest goto http://www.urogulf.com as they have their branches all over India and are very professional & sincere in there job. Giving it to small time agents for a lesser amount will only complicate things further as the agent u give will belong to one state say kerela and for emabssy attestation he send’s the document to some other agent in delhi. If that agent in delhi looses or does fake attestation you cant imagine the headache involved later. So for something so important rather than look for cost look for the quality and reliability.

    Salam Shahab - Well Challan is basically any legal form - As far as I know . They will hand it over to you and ask you to fill some details in it ( Just basic ) .Get the payment done in SBI. The same goes for DD ( Demand Draft ). End result - 280 more gone from our pocket :) .

    Thanks Aziz for your excellent blog. I have received a offer letter from Dammam, Kingdom of Saudi Arabia. Initially, I also thought of visiting Vidhana Soudha to get HRD attestation, i was almost prepared to visit Vidhana Soudha, and then i saw your blog while googling in the net, it made me realize i will be wasting my time if i visit Vidhana Soudha. Thank you friend, you saved my time !!

    I exactly carried all the documents as mentioned in your blog. I got my BE certificate authenticated in 4 working days from Belgaum. On the backside of my original certificate, there is a round stamp saying “Regional Commissioner (Belgaum Division)” , second line says “Authenticated”, and third line contains signature and address seal of “IAS Officer, Regional Commissioner, Belgaum”

    Now i have one question, my company agent in Mumbai says i must get this certificate notarized and get it stamped from Mantralaya etc., but he is not giving me address where to go exactly. I assumed authentication from Regional Commissioner Office(RCO), Belgaum itself means completion of HRD attestation process and is sufficient to proceed for MEA attestation and Embassy attestation, Delhi. !!

    Please help me, if my assumption is wrong and still need some more stamps (such as notary, ministry etc.,) on my BE certificate (issued by VTU University, Belgaum) to complete HRD attestation process for my employment visa for Kingdom of Saudi Arabia.

    Firstly, Congrats on your new job . Regarding attestation, As far as I know, once you are done with HRD, all you need is the embassy attestation from delhi ( Unless there are new procedures now - which is pretty unlikely ). This was the process I went through. It would be better to contact a reputed agent in your area who does it and ask them about the process ( just to be 100% sure ).

    @Vinodh : Like I said - AFAIK - the process is HRD + Embassy . No notary etc required .

    @Vani - Good Question - And my answer would be - yes . Thing is , You need an embassy attestation of the country you are travelling to. So my guess is that - You need to do it for each country . Im not 100% sure though as there may be cases where a single attestation is ok. for example - getting it done for 1 GCC country might work for all . Same goes for EU . Please confirm this from somewhere ( a travel or recruitment agent ) . Like I said - not 100% sure .

    Regarding getting it all done in one shot - Havent tried it , But I think thats possible . Approach an agent near you - will save you a lot of time and hassle .

    Thanks a ton for the information, I’m surprised that no proper information is available on the internet about the procedure, other than your Blog ! I’m currently planning to go to Kuwait & was confused about the procedure. All the agents that I have contacted gave me a set of different procedures to be followed. Man I’m so relived that I have some information now. However I have a problem currently, i do not have a Job offer from any Company, so will it still be possible to get my certificate attested? Also you should think about a way in which your Blog gets the maximum weight-age in search results.

    I am not really sure if its possible without a job offer. The last that I have heard was that you need an offer letter.
    Reg: search optimization, Im working on it - Depends on a lot of factors though. Kinda hard to find time between work hours . I am also planning a complete design revamp - So its definitely on the cards .

    Your blog was quite helpful. I got an offer from Kuwait and they are asking me to get my BE degree certificate attested. I called UROGULF, Mangalore and response was to go to Belgaum for attestation and then submit to them for attestation from Embassy…..well going to Belgaum is a tideous task…but no option…..one question it might be silly but still want to clarify…are they going to attest the original cert or the photocopy?… pls advice….

    @Samarth - It depends on what address you have given as “yours” . Give them the closest two. “important” means if they cant contact you with your info, they should be able to do it through theirs.

    I got my BE certificate attested before travelling to KSA in 2008.Now i have left KSA & i am in India.
    If i get job offer in UAE is it neccessary to do all the procedures again?
    My doubt is that all comes under GCC.So i have already got HRD & MEA authentication on my degree certificate.Is it neccessary to do the same procedure again.

    @Shiva : As far as I understand, you have a KSA embassy attestation. I really don’t know if UAE will accept a KSA attestation . If they accept attestation to any GCC, great.

    You need to check this out. I am not really sure on this .
